Planning permission
If you want to extend or alter your home in some way, you may
need to apply for planning permission.
Certain works are termed “permitted developments” more so if
the property is a house rather than a flat.
It is always prudent to get written clarification from the
Planning Department that your planned development is termed
permitted before proceeding- saves time if it is and problems
if it’s not.
If Permission is required a set of drawings detailing the development
– size location, use, materials etc must be submitted for approval.
Most small developments are allocated a Planning Officer for
a “delegated decision” with only major or controversial applications
going on to Committee.
Approval should take approximately 8 weeks. A fee is payable
dependant on type of application.

Building warrants
Home owners should contact their local authority building standards
department before commencing building work, to confirm whether
or not a building warrant is required.
If required information such as drawings, specifications and
other detail need to be submitted to enable the allocated Building
Control officer to check for compliance with the “Building (Scotland)
Amendment Regulations 2011”.
Work can start after the warrant is granted and can only be
occupied after a Certificate of Completion is awarded after
an inspection.
A fee is payable at the time of application based on the estimated
value of the work.

Conservation consent
Required for external alterations in areas designated as ‘an
area of special architectural or historic interest, the character
or appearance of which it is desirable to preserve or enhance’.
Check with local Planning Department if your property is within
a conservation area and what constraints are in place.
Works which would normally be “permitted developments” ie
changing windows or fitting a sky dish may require permission.

Listed building consent
Properties deemed to be of special architectural or historic
interest are protected according to importance approved by Scottish
Ministers and overseen by Historic Scotland and Listed Building
Departments.
It is prudent to seek clarification from the Listed Building
Team before doing any alterations however minor, internal or
external, as to whether permission is required.
